•The increase in backlog liability is due to
• deterioration of the pavement,
• the increase in the more costly road reconstruction category of the backlog
• as well as the improved accuracy of the backlog liability calculation.
• Beginning in 1994, the backlog has grown each year.  The last gas tax increase was in 1993.
•  Little road reconstruction has occurred in 8 of the last 9 years.
