Conference Highlights

Columbia Scenic Highway Bus Tour, Wednesday, April 5:
The Historic Columbia River Highway (HCRH) is a National Scenic Byway. It is the first major paved highway in the Pacific Northwest and one of the first scenic highways in the country. It was constructed between 1913 and 1922 within the Columbia River Gorge. Portions were abandoned during the construction of Interstate 84 beginning in 1936. This presentation will describe projects to restore and reconnect the abandoned sections as a multi-use trail, designated as the HCRH State Trail and recently named a Millenium Legacy Trail. Projects have included the restoration of the Toothrock Viaduct and Eagle Creek Viaduct, the Moffett and Tanner creek bridges, and the reopening of the Mosier Twin Tunnels. These projects have been recognized by two FHWA excellence awards and a Gorge Stewardship Award. Jeanette Kloos, Scenic Area Coordinator with ODOT, will be your tour guide. The tour will leave the hotel at 8:30 am and will stop at Portland Women's Forum, Vista House, Latourell Falls and Multnomah Falls. Then you will enjoy a one-hour walk on the trail followed by lunch. A drive through Cascade Locks and Hood River and a walk into the Mosier Twin Tunnels will wrap up the tour, returning you to the hotel at 4:00 pm.

Pipe Rehabilitation Workshop, Wednesday, April 5:
Mark Hutchinson has been a Civil Engineer for over 20 years, with experience in transportation, construction and project management. He has been with the City of Portland, Bureau of Environmental Services for the past 15 years and will lead a workshop on pipe rehabilitation. This workshop will cover methods of selecting the right pipe rehabilitation techniques to match conditions and what to consider during the design and construction of a pipe rehabilitation project. Techniques to be covered include open cut, spot repairs, cured in place, fold and form, and pipe bursting. A panel of experienced pipeline engineers from the City of Portland, Unified Sewerage Agency, and City of Eugene, along with industry representatives will share experiences, lessons learned and new technologies.

APWA Committee Breakfast, Thursday, April 6:
The APWA Committees will meet with chapter members to discuss current projects and solicit new members. While attending this breakfast does not commit you to joining a committee, we're sure that you'll find something of interest among our 19 committees.

Opening Session & Keynote Address, Thursday, April 6:
Fire Chief Jeffrey Johnson of Tualatin Valley Fire and Rescue will tell us how to put "service" back into public service, and discuss how we can apply private sector business practices to the public sector. As a nationally recognized consultant, speaker, and author, Chief Johnson uses his bold sense of humor to inspire his audience, and his easy-to-implement ideas and strategies will enhance any agency.

Impacts of Ballot Measure 82, Thursday Luncheon, Thursday, April 6:
Gary Conkling, president of Conkling, Fiskum and McCormick, will discuss the gas tax referral that will be voted on in the May primary. Come learn more about Oregon's tax structure and the transportation funding issues facing our community.
